David Mitchell was appointed City Manager by the Hutto City Council in April 2012. Under general policy guidance from the City Council, he plans, organizes, integrates, fiscally controls, directs, administers, reviews and evaluates the activities, operations, programs and services of the City of Hutto. Mr. Mitchell serves as the top appointed executive in the City, responsible for carrying out the polices and programs as determined by the City Council. As City Manager, he ensures the development and execution of the municipality’s strategic plan and budget as well as the governmental operations and functions to effectively serve the needs of the Hutto residents and other stakeholders, while complying with applicable laws and regulations.
Prior to coming to Hutto, David served the City of Harker Heights in a number of
capacities, including Director of Planning and Development and Assistant to the City Manager. He joined the Hutto team and began his service to the Hutto
community in September 2009.
