General Obligation Bond Election

Hutto citizens passed the City's first General Obligation bonds through an election held in November 2009.  This election consisted of multiple propostions that focused on infrastructure and quality of life projects. These are top priorities for the citizens and city officials as evidenced by citizen input and the City Council Strategic Guide 2030.  

A proposition can be made up of one or many projects. To decipher what projects are necessary requires the help of both City staff and the citizens. With both group's participation, the propositions better align with the City's needs for the present and future. There is a formal process to the development of the proposals that starts with the selection of a bond committee, comprised of Hutto residents. Once the committee was formed, reviewing and discussions started immediately.

The month of July (2009) was set aside to examine the many projects from the long range plans that City Officials update annually, including: the Parks Master Plan and Capital Improvement Plan. The committee carefully studied the information provided by the City, along with, the desires of the citizens. The citizen input was gained by studying the 2008 Commumity Survey, and the community involvement in the development process of those long range plans. With the guidance of the committee and the participation of the community and the City, the propositions were formed. 

The committee presented their finalized recommendations to the City Council in early August. The Council approved the bond program and set the election date to be November 3, 2009.

When the election came, the citizens of Hutto passed 3 of the 4 propositions that were presented. The passage consisted of many Transportation ImporvementsPark Improvements and monies for parkland aquisition and the construction of a 25,000 sq. ft. YMCA Recreation Center.
