The City of Hutto has a Council-Manager form of government. The City Manager is appointed by and serves at the pleasure of the City Council, which is the governing responsible for setting policy.

The City Manager serves as the Chief Administrative Officer and assists the Council in identifying the policy agenda and provides recommendations to the City Council. These management responsibilities are shared with the Assistant City Manager.

David Mitchell

David Mitchell was appointed City Manager by the Hutto City Council in April 2012. Under general policy guidance from the City Council, he plans, organizes, integrates, fiscally controls, directs, administers, reviews and evaluates the activities, operations, programs and services of the City of Hutto. Mr. Mitchell serves as the top appointed executive in the City, responsible for carrying out the polices and programs as determined by the City Council. As City Manager, he ensures the development and execution of the municipality’s strategic plan and budget as well as the governmental operations and functions to effectively serve the needs of the Hutto residents and other stakeholders, while complying with applicable laws and regulations.

Prior to coming to Hutto, David served the City of Harker Heights in a number of capacities, including Director of Planning and Development and Assistant to the City Manager. He joined the Hutto team and began his service to the Hutto community in September 2009.  Email

Micah Grau

Micah Grau was appointed Assistant City Manager in April 2012. He assists the City Manager in facilitating the effective and efficient provision of services to the Hutto community while overseeing the management of the Finance and Public Works Departments as well as the IT, GIS and the City Secretary Divisions.  While meeting the needs of the entire organization he also manages high-level projects that are responsive to the organizational goals and strategies as directed by the City Manager.    

Grau has served at the City of Hutto since 2006 in a number of capacities, including Budget Analyst, Finance Manager and Finance Director.  Email
