Mobility Master Plan

In September 2017, the City Council authorized the City Manager to execute an agreement for professional engineering services with Kennedy consulting, for the 2017 Mobility Master Plan.

Kennedy Consulting provided engineering services for the Mobility Master Plan (PDF) and prepared a Mobility Master Plan that supports the goals and policies in the Mobility Element of the Hutto 2040 Comprehensive Plan and the Strategic Guide, adopted in May 2017. The Mobility Master Plan will serve as a long-range planning tool for the expected growth of Hutto to 2040 and will provide the city with multimodal master plans and priority projects to best serve this growth.

Scope of Study

The study will be based on the Hutto City Limits, the Extraterritorial Jurisdiction (ETJ) and urban growth area. The final plans will coordinate with relevant plans of Williamson County, Texas Department of Transportation (TxDOT) and the Capital Area Metropolitan Planning Organization (CAMPO). Other available plans, such as the Capital Metro Project Connect will also be considered.

Features of the Study

The Mobility Master Plan will include:

  • Master plans for walking, biking, driving, transit and freight systems
  • Prioritized list of improvements for each travel mode, identifying the lead transportation agency; City, County, and State (Texas Department of Transportation)
  • City street cross-sections and recommended land use density by functional classification
  • Standard for street and walkway spacing standards and access management standards by functional classification
  • Recommendations for traffic impact fee program to fund transportation investments to serve growth
  • Stakeholder and community outreach throughout the entire planning process

Roadway Impact Fee Study

The City of Hutto has developed its Land Use Assumptions and Capital Improvements Plan (CIP) necessary to implement roadway impact fees. The Hutto Roadway Impact Fee Study (PDF) includes details of the Roadway Impact Fee calculation methodology in accordance with Chapter 395 and the development of the Roadway Impact Fee Capital Improvement Plan, and summarizes the applicable Land Use Assumptions and Service Units per Development Unit.

Public Feedback

The feedback and comment period is closed. The original public comment period was open from January 18 to February 20, 18 and extended through 5 pm on February 23. The public was invited to learn more about the project and tell us what you think, by reviewing the Hutto Functional Classification Map (PDF).

Project Advisory Committee

In November 2017, the City requested citizens to make application to serve on the Mobility Master Plan Project Advisory Committee (PAC). Those who applied were considered by Council and citizens were appointed to the committee in December 2017 by the City Council. Those appointed to serve on this committee were Jessica Romigh, Veronica Ortiz, and Richard Hudson.

First Public Open House on January 18, 2018

The first public Open House was held on January 18, 2018 from 4 pm to 6:30 pm at the Hutto City Council Chambers. The city's plan will help guide improvements for driving, walking, biking, transit and other transportation modes over the next 20 years.

Second Public Open House on February 28, 2018

A second Public Open House was held on February 28, 2020 from 6 to 8 pm at the Hutto City Council Chambers to discuss the Hutto Mobility Master Plan. This meeting had an open house format and participants were encouraged to arrive at any time during the event. This was another opportunity for community members to learn about the transportation plan and give feedback about possible solutions to current and future transportation issues in Hutto.

Project Team Achievements

  • Summarized relevant state and local plans, policies, and regulations
  • Assessed how the transportation system works today
  • Assessed what future transportation conditions in 2040 would be like if no new major investments are made to the transportation system

Community Involvement

The open house provided a time for community members to review work to date and help the project team identify issues in getting around Hutto. The project team is particularly interested in getting community input on ways to address these issues and make travel in Hutto safer, easier, and more welcoming and enjoyable.

Process & Schedule

The first public open house included more information about the process and schedule for the Mobility Master Plan, as well as interactive stations for drawing, writing, and talking, with a focus on ideas and solutions that can help address current and potential future problems.
