The City of Hutto is a home-ruled municipality operating under a Council-Manager form of government in Central Texas. After a comprehensive public and staff input process, the Hutto City Council enthusiastically welcomed James Earp as the new Hutto City Manager in August 2022. Matt Wojnowski, Assistant City Manager
Matt Wojnowski, ICMA-CM (International City Manager’s Association—Credentialed Manager) has over 20 years of experience in local government, primarily in the City Manager's Office. Fluent in Spanish, he was the city manager of Del Rio, Texas, before joining Team Hutto in Summer 2021. Matt is active in ICMA as well as the Texas City Management Association.
David Amsler, Assistant to the City Manager
Mission Hub: Strategic Operations and Innovation
David Amsler, MPA (Master of Public Administration), previously held key roles in the City Manager's Office of the City of Celina and the City of Kyle before joining Team Hutto in Fall 2022. In his current role, David leads a variety of strategic initiatives to analyze and enhance the City of Hutto's operational effectiveness and efficiency.
Kate Moriarty, Management Analyst
Mission Hub: Employee Engagement & Experience
Before joining Team Hutto in Summer 2022, Kate Moriarty was a certified paralegal in addition to assisting a U.S. Senator. She provides strategic support to the City Manager with a special focus on employee experience, engagement and efficiency. Kate is on track to complete her Master of Public Administration in 2023.
Anna Rodriguez, Executive Management Assistant
Anna Rodriguez joined Team Hutto in January 2023, bringing with her 13 years of experience in the legal field, most recently working for the 126th District Court in Austin. Her current responsibilities are largely focused on high-level logistical and scheduling support for the City Manager and his Leadership team.
