City Secretary’s Office
Angela Lewis, City Secretary
Mission Hub: Accountability & Compliance
Angela Lewis has served as a city clerk in California for several years before joining Team Hutto in Spring 2022. As Hutto City Secretary, she plays a major role in the City’s compliance with the Open Meetings Act, Public Information Act, and other legal responsibilities. Her credentials include Master of Business Administration (MBA), Certified Municipal Clerk (CMC), and Certified Public Manager (CPM).
Communications Department
Allison Strupeck, Director
Mission Hub: Strategic Operations & Innovation
A native of Williamson County, Allison Strupeck established her communications career as a news reporter before shifting to public sector communications nearly two decades ago. Since joining Team Hutto in Spring 2021, her areas of focus have included external and internal communications, media relations, multimedia production, public input opportunities, and marketing and branding. She also serves as Public Information Officer (PIO) and oversees crisis communications.
Community Outreach & Programs Department
Kristi Barnes, Manager
Mission Hub: Community Experience & Engagement
Kristi Barnes, CTE (certified tourism executive), has served Team Hutto since April 2016. In her current role, she leads efforts around culture, history, tourism, special events, and collaborations with volunteers and community groups. She is liaison to the Diversity & Inclusion Commission, and she oversees event management at Brushy Creek Amphitheater. Kristi is active on the Board of Texas Downtown.
Development Services Department
Ashley Bailey, Director
Mission Hub: Business Engagement & Experience
With over 20 years of acclaimed experience with municipal planning, Ashley Bailey, AICP (American Institute of Certified Planners), joined Team Hutto in February 2018. Ashley leads the City’s current and future land use strategies and policies, and she oversees the commercial and residential development process as well as the Unified Development Code (UDC).

Emergency Management Office
Bill Zito, Coordinator
Mission Hub: Strategic Operations & Innovation
Starting in January 2023, Bill Zito was the first person to fill this position with Team Hutto. His focus is developing the City’s disaster planning, mitigation, response and recovery capabilities. His extensive background in public service includes 23 years in the U.S. Army, chief of staff at the U.S. Congress, leadership roles with FEMA and, most recently, a liaison officer for the Texas Department of Emergency Management.
Engineering Department
Matt Rector, City Engineer
Mission Hub: Business Experience & Expansion
Matt Rector rejoined Team Hutto as city engineer in February 2023, after previously serving here as director of engineering and public works 2017 to 2019. His primary focus in Hutto is roads and other major infrastructure projects. A veteran of the U.S. Marine Corps, Matt is a licensed professional engineer, certified flood plain manager and supervisor with over 16 years of experience in the profession.
Finance Department
Anne LaMere, Interim Director
Mission Hub: Accountability & Compliance
Anne LaMere has served in an interim capacity with Team Hutto since January 2023. A seasoned financial professional with extensive experience in government contracting and all aspects of accounting and finance, Anne is making a positive impact on Hutto’s goals of financial stability and sustainable growth. The Finance Division includes Financial Services, Municipal Court and Utility Billing.
Human Resources Department
Irene Talioaga, Director
Mission Hub: Employee Experience & Engagement
Irene Talioaga joined Team Hutto in summer 2021 after a long career in HR with the City of Austin. Here in Hutto, she manages efforts around recruiting, hiring, employee benefits, policies, legal compliance, payroll, worker's compensation, FMLA, employee engagement and more.
Information Technology Department
David Reeves, Manager
Mission Hub: Employee Experience & Engagement
David Reeves brought decades of IT experience with him when joining Team Hutto in fall 2014. In his current role, David leads maintenance of the City’s computers, servers and network; supports equipment-related procurement and public meeting video streams; and trains City staff on software applications.
Library
Trudy Williams, Manager
Mission Hub: Community Experience & Engagement
Trudy Williams joined Team Hutto in March 2023 after serving for 30 years in several types of public and private libraries, most recently with the City of Austin. As she leads the next chapter of the Hutto Library, Trudy aims to continue building up the services provided while also extending outreach services into the Hutto community.
Parks and Recreation Department
Jeff White, Director
Mission Hub: Community Experience & Engagement
Jeff White has been a leader in Parks & Recreation in a few Texas cities, including previous service with Team Hutto before returning to hippo nation in January 2022. Jeff is responsible for the overall management and strategic direction of the Parks & Recreation Department including volunteers, recreation programming, park improvement projects, athletic fields, contract management and urban forestry. Additionally, Jeff oversees park and recreation system planning, construction development oversight, and fiscal management of budget and capital projects.
Police Department
Jeffrey Yarbrough, Police Chief
Mission Hub: Community Experience & Engagement
Jeff Yarbrough joined Team Hutto in April 2022, after serving as Round Rock ISD chief of police. Chief Yarbrough is a highly acclaimed leader in law enforcement. He oversees all aspects of Hutto Police Department’s operations, investigations, training and administration.
Public Works Department
Rick Coronado, Director
Mission Hub: Business Experience & Expansion
Rick Coronado joined Team Hutto in March 2023 after 28 years with the City of Austin Water Utility, including nearly a decade as its chief operating officer. His responsibilities with Hutto include providing leadership and administrative direction on major public works activities including street and drainage maintenance, water and wastewater line maintenance, fleet management, facility maintenance, infrastructure improvements and construction inspection.
